MILCOMP (Military Competency) for Commercial Pilot certificates and Instructors
Old Buzzard Aviation is now approved to provide administrative functions via Zoom. I can process most MILCOMP applications within a few days after your request is submitted. Cost for this service is only $100.
If you are a U.S. military pilot and/or instructor, you qualify for the FAA Commercial Pilot certificate and/or Certified Flight Instructor certificate. Minimum hour requirement is just 10 hours in each Category/Class that you are seeking privileges for. Example: if you fly P-8's in the Navy and flew single engine T-34 or T-6, you would qualify for both Single and Multiengine Commercial with an Instrument Rating. This represents approximately $80,000 worth of civilian training for just $100.
MILCOMP Procedures
Please follow the steps below to apply for your MILCOMP certificate:
1. Schedule an appointment with any testing center to take your MCN (Military Competency Non-Category) FAA Knowledge Test for Commercial Pilot Applicants or the MCI (Military Competency Instructor) FAA Knowledge Test for Instructor Applicants. I recommend using Sheppard Air to study for the test. Once you are done studying and are ready to take the test, press the button below to schedule your test.
2. Fill out your application on IACRA. If you do not have an IACRA account, you can easily create one at https://IACRA.FAA.GOV IACRA will assign you an FTN number, this number is permanent and stays with you forever. When filling out your IACRA application, I recommend using the Sheppard Air guides for filling out the 8710 application, I have links to them below. When listing the military aircraft on your application, please make sure you list the specific model ie. T-6A instead of just T-6.

3. Gather your required documents in preparation for our meeting. You will need the following:
- Government issued photo ID (front and back). Drivers license, military ID or passport will do it.
- FAA pilot certificate (if you have one, front and back). You are not required to have a previous FAA pilot certificate.
- FAA medical certificate if you have one or most recent military flight physical.
FOR COMMERCIAL APPLICANTS, COLLECT THE FOLLOWING:
- FAA MCN Knowledge Test.
- Logbook entries showing you have 10 hrs of flight time in each Category/Class you are seeking (ie. single engine and multi engine).
- Logbook entry or letter showing that you passed a military pilot proficiency check, or "checkride", in each Cat/Class aircraft you are seeking. I also need evidence of an Instrument Proficiency Check (OPNAV form 3710/2) that may have been combined with your checkride (if you are seeking Instrument privileges on your Commercial certificate).
- Graduation certificate or designation letter showing that you graduated from an armed forces flight school and are designated as a military aviator.
FOR FLIGHT INSTRUCTOR APPLICANTS, COLLECT THE FOLLOWING:
- Copy of your FAA MCI knowledge test.
- Military documents showing evidence of military instructing or examining experience (61.73(g)(3))
- Military records or orders showing person is or was qualified as a U.S. military instructor pilot or examiner for the flight instructor rating sought
- Military records or orders showing person passed a U.S. military instructor pilot or examiner proficiency check in an aircraft as a military instructor or examiner that is appropriate to flight instructor rating sought.
- Military records or orders showing person completed a U.S. military instructor pilot or examiner training course and received an aircraft rating qualification as a military instructor pilot or examiner that is appropriate to flight instructor rating sought.
- If adding IR to CFI (CFI-I), must show evidence of serving as an Instrument Instructor or Examiner qualified to evaluate Instrument proficiency.
Most of the above should be in your NATOPs jacket.
